Cindy Baldwin is President of VDCO Data and Founder and President of VDCO Tech. With more than 30 years of diverse experience in the A/E/C industry, she is recognized nationally as a BIM and VDC process expert, and was the first person in Florida to earn the AGC CM-BIM credential. Coming from a developer and owner-representative background, she is known for reducing risk for clients and improving production efficiency through BIM and VDC, and takes personal responsibility for owner relationships and for the quality of every engagement.

Cindy was part of the team that created the first Fort Lauderdale-Hollywood International Airport BIM Standards, COBie Implementation Plan and BIM Execution Plan, standardizing BIM workflow across 11 prime contractors and 85 subconsultants on a $2 billion capital program. She most recently updated the Broward County Digital Delivery Standards and is currently working with DAL Airport on their BIM Standards.  She speaks nationally on BIM implementation and AI strategy, including AGC Missouri’s AECTechCon 2025 and the buildingSMART USA “From BIM to Brains” webinars. She sits on the USIBD board, chairs its Building Data Committee, and serves on buildingSMART USA and BIMForum's Board of Directors.

Scott Yates is Chief Data and AI Officer at VDCO Data. With more than 20 years of experience across infrastructure, utilities, transportation, life sciences, and government, he leads enterprise-wide transformation initiatives centered on asset management, information governance, and system integration. His work bridges the gap between capital project data and operations, enabling clients to derive long-term value through standards-based digital twin strategies, intelligent asset modeling, and connected information ecosystems. He specializes in simplifying the complexity of enterprise systems, enabling consistent, high-quality data capture from field teams, and aligning BIM, GIS, EAM, and IoT technologies to support predictive, data-driven operations. Scott has led strategic initiatives, built consulting practices from the ground up, and directed enterprise solutions across public and private sector clients. His core philosophy: “make the right way the easy way.”

Scott is an active voice in the asset management and digital twin communities through his roles in buildingSMART USA — where he co-chairs the Airport Working Group — as well as USIBD and IFMA. Recent speaking engagements include the DBIA Annual Conference 2024, NIBS Digital Twin Innovation Conference 2024, AGCMO’s AECTechCON 2025, Airport Maximo User Group 2025, the buildingSMART BIMSmart Forum 2025, and a NIBS webinar in May 2025. His sessions focus on digital twin use cases and design, AI integration in asset lifecycle management, open data standards (IFC, IDS, COBie), and the future of intelligent infrastructure.
